Novigrad is the game's densest urban hub and the center of several major political, romance and Gwent routes.
Short answer. Enter through the main gates, activate every city signpost early, and group quests by district so you spend less time crossing the city.

Where to find it and what to do
Novigrad is east of Velen and north of Oxenfurt. Its quests concentrate around the main square, Hierarch Square, the docks, Temple Isle and the outskirts.
